We agree that the right Knowledge Package for Development is the practical knowledge for development  


*(per definition, the practical cultivation of an environment within  different people, different organizations, different knowledge producers, gouvernments, communities,  private sector, PPPs, NGOs  etc. are willing to share, to learn and to collaborate together leading to improvement in mobilizing, networking, providing, supporting and enabling access to the right local socio cultural knowledge infrastructures, with the right local knowledge´s formats and knowledge management procedures at the right place and at the right moment [Amouzou BEDI])*.



that  focuses on the development of  the capacities of the local communities in helping the communities to drive and to promote their own sustainable development processes; through suitable evaluation processes,  through the right adequate local socio cultural infrastructures, through effective collaborative and participatory  approaches with governments, private sector, PPPs, NGOs etc. with the respect of the local knowledge  resources and potentials at the right place and at the right moment.














 
We agreed too that the Knowledge Package for Development is a cross-functional knowledge package, within we could refer the "business knowledge" as the "output" and the "knowledge for development" as the "outcome".

We produce then the right knowledge package for development. We set suitable Key Performance Indicators to measure our knowledge package for development.

Unfortunately those are not able to respond to our expected results. This means those steps are not sufficient to guarantee the successfully delivery of our Knowledge Package for Development to the target audience station.

For example, the performance measures may be used to implement and drive strategic objectives. Performance measures are most quantitative in the knowledge package development process because they  are largely determined by the knowledge package business case, which could be a disadvantage when it comes to achieving long-term results in development sector, adequate levels of knowledge delivery satisfaction, access to the right socio cultural infrastructures at the target audience station and collaborative and participative focus creativity.

The idea of  implementing key performance indicators (KPIs)  for knowledge package measures brings several advantages, including the achievement of long-term of knowledge development initiative goals, higher levels of the target loyalty and enhanced predictions about long-term collaboration and participation performance.








The purpose of key performance indicators (KPIs) for knowledge package for development is to define consistent performance measures for each selection of Millennium Development Goals (MDGs) priorities, using terminology and measurement that is clear and common across all screening programs, so that performance can be understood, assessed and compared.

Providing access on to all stakeholders is essential and attaching the right Key Performance Indicators to the Outputs, Outcomes, Benefits and Impacts of a development project could best support the efforts towards poverty eradication.


The successfully access of the Knowledge Package for Development to the target audience  means the free access for all member of the target audience  to the right Knowledge Management for Development without barriers.

Without barriers mean here with the right format and the right socio cultural infrastructures. The access to those socio cultural infrastructures at the target audience station is a great challenge to the successfully delivery of a knowledge package for development.






To understand this phenomenon (why our knowledge package efforts  are not able to respond to our expected results) we need to question our knowledge package´s quality policy. Knowledge management for development is complex and anticipates a dynamic environment.

The agile knowledge package quality policy is the right quality process that could address and respond quickly to this phenomenon.  Agile knowledge management for development is a school of learning and a discipline in knowledge for development management, transfer and providing the access to the right knowledge format and the supported socio cultural infrastructures.

To respond quickly to the needs of the  knowledge management for development,  we need to design flexible and innovative knowledge management policies and to provide the access to the  socio cultural infrastructures that allow everyone to use and to share this right practical  knowledge we offer at the right place and at the right moment.

The agile knowledge package quality management process offers practical opportunities to communicate and to cooperate effectively,  to design effective and flexible  knowledge format and the supported socio cultural infrastructures and allows stakeholders, communities and beneficiaries to benefit from the talents, skills, knowledge and technologies of others and to transfer these talents, skills, knowledge and technologies etc. to poor areas through flexible, successful and adaptive knowledge development systems and transfer processes.

Agile knowledge package Quality guarantees the knowledge package´s safety, efficacy,  successfull delivery and the satisfaction  at the target audience station.
To achieve the successfully delivery and the free access to the Knowledge Package for Development to the target audience we need a well knowledge package Quality policy. And this knowledge package Quality could be achieving through an innovative "Agile knowledge package quality management process.

The agile knowledge package quality is a fundamental management process to identify the right moment and the right place for accessing to the right Knowledge package for Development.

This agile knowledge package quality management process can only be successfully delivered through the Creating decentralized knowledge management and transfer culture strategy, and if the primary stakeholders (the target audiences) are fully involved in the decision-making, in the evaluating, in the measuring, in the implementation, in the delivering, in the supporting and in the upgrading of the delivered knowledge package for development.

This means the decisions, the designing and the production of knowledge packages for development are taken closely at the target audience station. Agile knowledge package Quality may be used to assure the knowledge package´s safety, efficacy and its right delivery to the target audience with satisfaction. 

 

Quality Assurance is an important component of knowledge package for development in order to ensure it safety and effectiveness. Quality Assurance should be clearly linked to the knowledge package objectives. It may be measurable, may be evidence-based and may provide comparable delivery results over time and across local development programs.


The quality of knowledge package for development is more than setting successful key performance indicators (KPIs), is more than building a successful knowledge package business case (Output, Outcome, Benefit). The quality of knowledge package for development is much more than a good knowledge Product or knowledge Service.

For example, agile knowledge package quality is not just producing the right knowledge package. It may combine the delivery of the production with how we relate to the target community and how we act and react while delivering, supporting and upgrading the knowledge package. Thus, we must always be working, supporting and upgrading with the target community what is right for the continuous success of the knowledge package at the target communities’ stations.

To do so we must create a good relationship with the target community and offer reasonable explanations of the delivery, the supporting and the upgrading of our knowledge package.

Then we open the door for local sustainable development dialog to find the right knowledge package format and its right required socio cultural infrastructures. At this point we could create a clear path forward and the target community knows what we are doing, what we want to deliver, where we are going, how to upgrade and support the knowledge package.

Agile knowledge package quality´s process is a collaborative, participative, face-to-face process to manage the delivery and the free access of a delivered knowledge package for development to a target audience. The Agile knowledge package quality´s supports and provides the right answer to the following questions:


  • How do we know our knowledge package will work in the target audience´s environment?
  • Are we right to deliver, to support and to upgrade continuous the knowledge package at the target audience´s site?
  • How do we know that we design the right knowledge package ´s format and its required socio cultural infrastructures?
  • What will happen if our knowledge package is hit by the target audience traditional knowledge potentials, resources, socio cultural infrastructures and culture?
  • Are we right to provide the access to the new socio cultural infrastructures, to update and to adapt the knowledge package at the target audience stations if the target audience´s socio cultural environment changes?

Agile knowledge package quality is one attempt to address those requirements through individuals and interactions, working together on knowledge package, well collaboration, well participation, well knowledge networking and well integration of the primary stakeholders during all the processes. Responding to those questions may hold out some hope.

The innovative implications of the agile knowledge package quality methods during the whole process of the production, the agile management delivery process and the support stage of the knowledge package on the target audience´s site are going to be interesting knowledge management for development procedures.

Agile Knowledge package quality focuses attention to the target audience and conformance to the socio cultural infrastructures requirements and changes. This means the production and the delivery of the right knowledge package that the target audience knows well and prefers to use. This means then the production of the knowledge package for development that does what the target audience wants for its sustainable development.

Agile knowledge package quality agrees that knowledge package may be changing on the target audience’s on the regular basis. This promotes then regular conversation and feedback among the target audience and all stakeholders. Agile knowledge package quality encourages the imperative contact and collaboration of all stakeholders on the ground, and face-to face conversation  for pregressing and supporting. 

Agile knowledge package quality encourages the flexible design and production of the knowledge package  for development that  we can update and support on the regular basis at the target audience´s site.

Getting the target audience and its socio cultural environment as an integral part of the knowledge package production resources is an essential step to identify the right moment and the right place for the access to the right Knowledge Management for Development.

Agile knowledge package quality process supports well the creating and the delivery of a knowledge package for development that tailors to the sustainable development of the target communities’ successes and meets their collaborative expectations. 

We can than say the target communities including the other stakeholders are pleased with the knowledge package results and know that they are receiving and are receiving a quality knowledge package for development.

Agile knowledge package quality is an effective method for achieving the right delivery of a knowledge package for development to a target community because it analyzes with the target community and all stakeholders the existing conditions and methods to use to produce, to provide, to change, to deliver, to support and to upgrade the required knowledge package for development at the target community´s station.

Agile knowledge package quality demands a degree of detail (for example, local knowledge potentials, capacities building, resources, infrastructures access, cultures etc.) in order to be fully implemented at every step.      
                                                 
Planning, for example, could include determining specific levels of quality or measurable results that the knowledge package producer wants to produce, to deliver and to support. Checking could involve target audience quality testing and other objective measurements to determine whether the knowledge package´s goals are met.
Acting in collaboration and participation means total amount of revisions of the knowledge package production and delivery processes with the target audience to correct format, infrastructures, free accesses, changes and updates to improve the knowledge package efficiency.

Agile knowledge package quality is very much concerned about the production and the delivery of the knowledge package in the sense of “Fitness for use” rather than “conformance to requirements.

This means the highest priority of producing and delivering the knowledge package is to satisfy the target audience through continuous collaborative and participative delivery, support and upgrade of valuable knowledge package to the target audience.
I like agile knowledge package quality policy management because it manages including both satisfaction of the target audience and well practical operation of the knowledge package. Furthermore, it manages including quality based-oriented knowledge package for sustainable development aspirations. 
The Continuous delivery and supporting with the right format and the right socio cultural infrastructures are the feature of agile knowledge package quality. This principle may support the continuous access efforts of the right socio cultural infrastructures that support the delivered knowledge package at the target audience station.


Risks

We must be careful when we are assessing and pretending what our knowledge package for development and the supported socio cultural infrastructures would be and  must  deliver.

For example, if there is no good road to our remote knowledge development center, the access to this development center could be harmful.



For example, if remote pharmacy lacks access to energy, the medicines could be harmful.




For example, if there is no adequate process  in place to recycle mobile phone infrastructures, the mobile payment and  mobile phone  for everyone could be harmful.








For example, if the delivered knowledge package for development is corrupted, this knowledge package for development could be harmful.




Etc....


The lack of accessing to the right socio  cultural infrastructures at the right time and at the right 
momnent that  enables and supports the successfully delivery of our knowledge package for development to the target audience station is a big challenge to overcome...


Knowledge package

We are producing a knowledge package for development that meets the target audience’s requirements and satisfactions, so in the agile knowledge package quality process, the target audience becomes an integrated part of the knowledge package team.  The target audience, the primary stakeholders works with the others stakeholders to produce the designed knowledge package for development.

Understanding the knowledge package



Allocated knowledge package scope should be agreed, knowledge package producers, consumers, and stakeholders may have clear understanding about what kind of the knowledge format and socio cultural infrastructures are needed to produce, to deliver to support and to upgrade successful on a regular basis the knowledge package for development.

For example: at the beginning of designing the scope of our knowledge package we have a clear idea about the local knowledge potentials, resources and  socio cultural knowledge infrastructures of the target audience.

So we design the scope of our knowledge successfully. We have resources to produce this knowledge package. Unfortunately, we could not provide the right technical socio cultural infrastructure to support at the moment our knowledge package because the target audience suffers at moment the access to ICT infrastructures.
So we adapt our knowledge package scope so that  it can deliver a knowledge package´s   format that supports non-technical infrastructures while working to provide the right access to the technical socio cultural infrastructures (ICT infrastructures) at the target audience station that will support the upgrade of our knowledge package´s format in the future.


Accept the knowledge package

This may include a collaborative and a participative review of the knowledge package before production. The knowledge package offers clearly what knowledge package to be delivered to the target audience. We negotiate constraints that target audience may have with the knowledge package and we agree to deliver the knowledge package with the right format and with the right socio cultural infrastructures.






Produce the knowledge Package



The production of the knowledge package is collaborative and participative production activities. This may include a collaborative management and development of the knowledge package. The knowledge package is developed according to the local agile knowledge´s quality criteria. We employ, techniques, processes and procedures specified in the knowledge package scope and check regular if the knowledge package scope responds to the target audience knowledge resources formats and socio cultural infrastructures.






Deliver the knowledge package

This approach is the effort to satisfy the target audience by delivering the type of knowledge package the target audience want with respect of the local knowledge potentials, resources, formats and infrastructures and with the expected level of quality. 


Managing the knowledge package

Managing the knowledge package delivery process describes stage, the participative and collaborative activities from the all point of view. This may include accepting and checking the knowledge packages for its continuous worth by target audience. This may ensure if the right knowledge package format is followed and met the quality criteria at the target audience station.

Flexible and releasable knowledge package



Each knowledge package must be delivered with flexible releasable format and socio cultural infrastructures. Meeting the target audience’s expectations is a priority but it is not the only criteria. Each knowledge package must be a releasable and dynamic knowledge package.
 
Each knowledge package may meet the target audience’s expectations by providing the right access to the knowledge for everyone with the socio cultural infrastructures that supports  continually the target audience sustainable development.


Check point

Collect the target audience satisfaction about the quality of the local knowledge package format and supported  socio cultural infrastructures like the right access to this knowledge, conformance to maintainability design principles, lack of cohesion, language, traditional culture hit, format, support, upgrading, place, and infrastructures etc. The check point is an absolute point in the agile knowledge package quality management process.


Continuous supporting and upgrading


Continuous supporting and upgrading is about maintaining the quality of our knowledge package at the right moment and at the right place through the agile knowledge package quality´s process. It involves automatically the target audience´s top priority.



Conclusion


We are recognizing that there are lot of efforts to progress Millennium Development Goals (MDGs). But we must understand and accept that  the access to the right knowledge package for development and the required socio cultural infrastructures (technical and non-technical) at the right place and at the right moment is an absolute basis requirement for quick progressing and supporting the Millennium Development Goals (MDGs). 

Deliver a right knowledge package for development to the target audience at the right place and at the right moment is a great challenge and it requires a flexible and innovative management strategy.  Designing a successful knowledge package scope and setting successful Key Performance Indicator (KPI) the Knowledge Package for Development doesn’t mean we guarantee the successfully delivery of the Knowledge Package for Development towards its target audience.


The successfully delivery of the Knowledge Package for Development to the target audience means the free access for all member of the target community to this right Knowledge package for Development without barriers. Without barriers mean here with the right format and the right socio cultural infrastructures.

The access to the right knowledge package for development and the required socio cultural infrastructures could be only delivered successfully through a Creating decentralized knowledge management and transfer culture for development , and if all stakeholders are fully involved in the decision-making, evaluating, measuring, implementing, delivering supporting and upgrading this knowledge package for developmen.

The dynamic and flexible process that could support better the right delivery of the knowledge package for development to the target communities is the agile knowledge package quality process. The purpose of this blog is to provide a conceptual key Performance Indicator for Knowledge Package for Development that I described in my previous paper. A successful Knowledge Package for Development should be carefully targeted towards its audience, with the right mixture of delivery, simplicity, elegance and sustainable communities’ development innovations through the right knowledge formats and the right socio cultural infrastructures.

Setting suitable Key Performance Indicators for measuring Knowledge Package for Development through participative and collaborative approaches including  the target community is probably the best strategies of determining and delivering the right knowledge package format and its  right socio cultural infrastructures. 






We agreed that only knowledge comes from experience as said by Albert Eistein. The great challenge is that this "knowledge" could still be sample information, if there is no effort and willingness to share,  to deliver, to manage, to adapt, to operationalize, to integrate and to assimilate correct this knowledge into local practices in its actual development environment, and,  to find the right socio cultural knowledge infrastructures to support this knowledge at the right place and at the right moment. Knowledge is information that's adapted to a purpose.


For example, we spend huge funds in a remote area on knowledge sharing portal for medicine or on sustainable envinronment development purpose that do not meet excepted development performance because of the lack of the access to internet, the lack of local skills, the lack of local knowledge management and the lack of the required socio cultural infrastructures to deliver, to manage and to update correct at the right place and at the right moment  this portal after the program or project exit. 


There are significant progress. But the right delivery and the access to the basis resources for all, the right delivery and the  access  to the right Knowledge Management for Development  and its socio cultural infrastructures at the right place and at the right moment are absolute  keys in the knowledge management for development  to achieve and to support the Millennium Development Goals (MDGs).

Key performance indicators may be used to measure the knowledge package business case activities so we can tell whether the knowledge package business case is heading in the direction we had planned because it may be  difficult to manage what we may not measure. Key performance indicators may  track the delivery of the Knowledge Package’s daily activities (input, output, outcome and benefit).



Before driving the performance of a knowledge package business case we need to have a clear picture of the core processes. We must develop clear structures that show the major steps we must go through to generate the knowledge package´s scope and its revenue.


Learning from experience

Learning from experience permeates to review a previous or a comparable knowledge package business case to see if lessons learned could be used. The knowledge package should continue to learn when the knowledge package production progresses. Possible lessons should be included in all reports and previews. The knowledge package business case should pass on lessons and measure through specific performance indicators.

Conclusion


Using key performance indicators to measure the performance knowledge package helps to identify potential problems. When measuring knowledge package activities it is important to take action based on the local knowledge resources and potential we are identifying and gaining.

We need a knowledge package scope to ensure that we take action based on what our key performance indicators are telling us.  We also need to continually assess the usefulness of the key performance indicators we are using as the knowledge package may be updated on a regular basis. The key performance indicators may vary from development area to developement area. If a key performance indicator is no longer useful we must stop use this one.

No knowledge package business case remains static. It may change with the time and  this with the development of the target community. So the knowledge consumer environment is always changing and we need to change the knowledge package with its actual develpment environmemt.  The use of key performance indicators helps us to manage correct  this change and to stay efficiency in front.






Setting suitable Key Performance Indicators for measuring knowledge package for development must be driven by the target community. Collaboration and participation are probably the best processes to use. And Assessing regular feedback from the target community is probably the best way of determining whether the Knowledge package stays useful or not.
